Who manages Sylvan Heights?
The HOA has retained the services of a professional property management company. The management company works at the direction of our elected Board of Directors.
Is there a manager on-site at the clubhouse?
Currently, our management team works offsite. Owners can easily reach out to them via phone or email if they need assistance or have any inquiries.
What is covered by HOA dues?
Our monthly dues cover all water, garbage/recycling, professional management services, maintenance and upkeep, landscaping, insurance, common area electrical, community amenities, and many more shared expenses. We also make monthly contributions to our reserves fund which is used to pay for large-scale maintenance and replacement projects like new roofs, roads, staircases, and balconies.
What is the ownership model at Sylvan Heights?
Individually, our owners own everything that is "walls in" within their units as well as doors, windows, water heaters, and any kind of air conditioning or heating units. The regular inspection and maintenance of chimneys is also the responsibility of owners. Balconies, decks, walkways, crawlspaces, attics, and outdoor areas are all part of the HOA-owned common element.
What if I want to renovate or improve my unit?
Owners may make cosmetic changes like paint, cabinet hardware, or carpet for carpet replacement to their units without consulting with the HOA. However, if you wish to put in new or different flooring, renovate a fireplace, do any interior or exterior remodeling, install new windows or doors, or make any changes that will touch the building envelope, you must submit an Architectural Request (ARC) form to our management company. The Architectural Committee reviews and approves or denies these requests to uphold community standards, maintain property values, and protect owners from costly reversals.
How many cars can I park at Sylvan Heights?
Each unit includes one assigned covered parking spot. Additionally, owners can register a second vehicle for parking in an unmarked guest spot. Covered parking spaces are also available for rent on a monthly basis. All owner vehicles must be in drivable condition, properly registered, and display a decal or hang tag provided by the management company.
Who has access to the clubhouse and pool area amenities?
The clubhouse and pool amenities are accessible to all on-site owners and renters. To gain access, simply complete our new owner registration form, and management will provide a keycard or mobile entry. Renters should complete a registration form and supply a copy of their lease.
How can I do laundry?
There are twelve communal laundry rooms throughout the complex. Payment can be made through a smartphone app or refillable payment cards available at the clubhouse. Some units have laundry machines installed by previous owners, and maintenance and regular dryer vent cleaning are the owner's responsibility. Adding laundry facilities to individual units requires approval by the Architectural Committee.
Who are the available internet and phone service providers?
Our internet companies are Comcast/Xfinity and CenturyLink. Mobile phone service within the complex can be inconsistent and many owners enable wifi calling for a better call signal. Some owners have reported that Verizon and Xfinity Mobile have the most extensive coverage in the complex.
Can I have a dog?
Sylvan Heights is a dog-free community. In accordance with state laws, the HOA only accommodates service dogs and emotional support dogs that have been certified as medically necessary by a physician. All service and ESA dogs must be registered with both Washington County and our management company.
What about cats?
Our bylaws permit one cat per unit. Cats must be kept indoors.
Can I buy a unit and then rent it out?
Sylvan Heights has a rental cap of 35%, and owners interested in renting their units can join our rental wait list. Becoming eligible to rent out a unit may take several years.
What if I am interested in buying a unit that is currently a rental? Does it keep its rental status?
Once ownership changes hands, the new owners must join the rental wait list to rent out their unit. This also applies to inherited units.
Can I list my unit or parking space on a short-term rental website, like AirBNB?
Short term rentals are not permitted.
Can I plant a garden next to my unit?
Gardens or personal plantings are only permitted when approved with an ARC request. The Architectural Committee works in partnership with the Landscape Committee to review requests. All new plantings are required to be native species.
